Beijing is China’s political, economic, cultural and educational center and the center for international communication. After entering the neo-economy, Beijing has had a full play of its advantages and launched China’s Silicon Valley- Zhong Guancun Scientific and Technological Park. In order to develop economy, Beijing has established Central Business District (CBD), where over 20 multi-national corporations gathered there. Beijing has become a pivotal hub for China’s neo-economy development.
In 2007, Beijing turned to be one of the outsourcing base cities under the authorization of Ministry of Commerce. Beijing boasts pre-emptory advantage in software export to Japan, because Beijing embraces abundant medium and high-level talent reserve, well-developed communication networks and efficient transportation conditions, which are in need for outsourcing services. On May 8th, 2009, the General Office of Beijing Municipal People’s Government forwarded the Notice of Beijing Municipal Commerce Commission on Facilitating the Advancement of the Outsourcing Industry ([2009] No.27).
• From the year 2009 to 2013, a 15 percent deduction on corporate income tax will be offered to advanced-technology service enterprises. Employees’ education and training expenses are deducted before the calculation of corporate income tax with a ratio of no more than 8 percent of the total income. Sales taxes are exempt for accredited advanced- technology outsourcing enterprises.
• The total amount of funds allocated to the outsourcing industry by the Municipal Government should not be less than twice of those from the Central Government. The main usage of the funds is to expand the industry size, to help model districts build public service platforms. continue reading…

On January 15, 2009, the State Council printed and issued the Reply to Issues Concerning Promoting the Development of the Outsourcing Industry ([2009] No. 9). Chinese Vice Premier Wang Qishan hosted a meeting on February 2nd in Nanjing, capital of Jiangsu Province, to discuss progresses of policy implementation. Ministry of Finance, Ministry of Commerce, Ministry of Industry and Information Technology, and General Administration of Customs have all promulgated policies to encourage and facilitate the development of the outsourcing industry.

As a part of government strategy to upgrade China’s manufacturer intensive economy towards a more service oriented one, the Ministry of Education (MoE) recently issued a memo to various colleges and universities under its administration, calling for aggressive actions to certify 1.2 millions outsourcing specialists in the next 5 years.
In order to achieve the goal, MoE asks its colleges and universities to expand the scale of service outsourcing personnel training curriculum, and to be flexible to explore a variety of talents training mode and programs.
