The Ministry of Commerce signed a “Memorandum on Promoting the Development of China’s  Outsourcing Service Industry” through a series of preferential policies in financing and direct cooperation with 22 multinational corporations including Procter & Gamble, Coca-Cola, Kodak, and Sony.
At present more than 70 Fortune 500 companies have preliminary agreements with the Ministry of Commerce, which wants these firms to speed up their offshoring to China, and is trying to get 200 well-known multinational companies to outsource to China by 2013. continue reading…

A Chinese trade official said Wednesday the country’s service outsourcing sector was doing brisk business despite the global economic downturn.
Lin Zheying, deputy director of the Department of Foreign Investment Administration of the Ministry of Commerce revealed at the International Service Outsourcing Development held in Guangzhou on September 2 that from January to June, Chinese service outsourcing industry smoothly realized the growth “against the trend”, with the newly-increased service outsourcing enterprises nationwide exceeding 1406, and the newly-employed persons of 297,000, among whom 239,000 are graduates; the execution amount of undertaking international service outsourcing contracts stood at USD2.56b, up 32.5% year-on-year. continue reading…

China’s outsourcing industry has maintained a strong business growth in the first

half of this year although the financial crisis has reduced demand from foreign

companies such as big banks and insurance companies.
Contract value of China’s outsourcing industry rose 32.5 percent to $2.56 billion in

the first half of 2009, the Ministry of Commerce (MOC) told a press conference

China’s Ministry of Industry and Information Technology has published a report on the country’s software industry and states that China’s software exports increased by 54.2% in the first five months of 2009 over the previous year.
Statistics show that from January to May 2009, China’s software industry realized accumulated revenue of CNY329.14 billion, a year-on-year increase of 23.3%, but the growth rate was 5.7% lower than that of the last year.
From January to May 2009, revenue from software products was CNY115.22 billion, accounting for 35% of the total revenue of the software industry. The software products revenue increased by 24.2% year-on-year, but the growth rate was 0.8 percentage points lower than that of the last year. continue reading…

China’s Ministry of Commerce announced a list of Top Ten Leading Outsourcing Enterprises and 100 Growing Enterprises in China at the Second Annual China International Service Outsourcing Cooperation Conference, held in Nanjing on June 23 and 24, 2009.
The top 10 outsourcing companies include: Neusoft, VanceInfo, Hisoft, Dalian Hi-Think Computer, StarSoftComm, Beyondsoft, Inspur, ICSS, CITIC and WuXi AppTec. In addition, Accenture, IBM, NEC, HP and Genpact have also become the top five global service providers in China. continue reading…

While China maintained its position as second-most preferred location for global  services, after India, in AT Kearney’s 2009 Global Services Location Index (GSLI), the country must try its best to compete with its strong neighbor.
The GSLI analyses and ranks the top 50 locations for outsourcing activities, including IT services and support, contact centers and backoffice support. The index was last updated in 2007.
While India, China and Malaysia retained the top three spots they have occupied since the inception of the GSLI in 2004, a fundamental shift in the index has taken place, where once-strong Central European countries have now yielded ground to countries in Asia, the Middle East and North Africa. continue reading…

Outsourcing services providers from India and China continued to dominate the Global Outsourcing 100™ ranking for the second consecutive year, according to lists released by the International Association of Outsourcing Professionals™ (IAOP™).
Among 75 companies making the Leaders category of larger established companies in 2009, India was the second highest country behind the U.S. with 39 firms on the list. India had 16 companies represented.
In the Rising Stars category of smaller fast-growing companies, a China-based company, China Data Group, was recognized for the first time on the list and ranked number two in this segment. continue reading…

According to the latest statistics provided by China’s Ministry of Industry and Information Technology, China’s software export reached USD4.93 billion in the first four months of 2009, a year-on-year increase of 48.2%.
The growth rate is said to be at the same level as that of the first three months, but 6.7% lower than the same period of last year.
Of the total value of exports, USD380 million was from the software outsourcing sector, a year-on-year increase of 25.8%, but the growth rate was 4.4% lower than that of the first three months. continue reading…

The Chinese government announced on Feb.2, 2009 it will give tax breaks and subsidies to encourage the growth of service outsourcing nationwide.

The details to boost the development of service outsourcing were outlined in a document drafted by the Ministry of Commerce (MOC) and approved by the State Council, China’s Cabinet.

Service outsourcing allows companies to transfer service operations to professional providers so that they can focus on their core business. A service outsourcing company helps its clients manage business operations, such as information technology, training, logistics and advertising. continue reading…

In the afternoon of January 16, the second Board Meeting of Beijing Association of Sourcing Service was held in Purple Jade Villas.

Shu Wei, Deputy Director of Beijing Municipal Bureau of Commerce attended the meeting and made an important speech. He spoke highly of BASS’ efforts for the development of the industry since its establishment and also encouraged the organization to strive to make greater contribution to the sector.

Tom Zhu, Secretary-General, delivered a report on the work of the Association to the board directors, which summarized the BASS’ work in the last year and set out the major tasks for the next year. At the meeting, Mr. Steven Chao, President of Beijing Intechno Company and Hao Fang, CEO of Ethos Technologies were elected as Deputy Secretary-Generals of the Association.
